
Who will have access to Melville?

We encourage all to travel through the village, we just ask that you do so via certain points.
The traffic study was done during Covid – traffic was not regulated then, how can the study be valid?
The study was conducted in May/June 2021 which Johannesburg Roads Agency approved.
Is street closing/booms going to be forced upon us by a few people?
No, this is a community project that will need 66% approval from the residents in the area of the project. It will go through an in-depth and exhausted evaluation of the JHB City entities. The City has strict guidelines on pedestrian access and emergency access. It will go through a transparent objection period as well. This will take another 9-12 months.
It is important to note, the idea behind this project is not to become a gated community but rather to deter criminals from making a quick exit after committing a crime.
Access to and from Melville is free to all.
How many signatures of consent are required for the application and whose signature counts?
The Project will need 66 percent at least (we aim to achieve a lot more) which is measured against the ERF number.
1 ERF =1 signature. Both the homeowner and the tenant can sign one form for submission.
When it comes to businesses, each business counts as a signature.
Have the businesses been informed and how do they feel about it?
Businesses were consulted and they are of the opinion that this project will benefit them as their patrons will stay longer when they feel safer. The word will spread that Melville is safe and we will see an uptake in patrons and new business establishments.
Is such far-reaching action really necessary?
Crime levels have reached drastic levels across the city and show no signs of decline year on year. We have a serious crime in Melville every day. 365 + a year.
The council has also indicated that some of our boundary entrances and exits are unsafe and outdated. Melville is a unique suburb with a rich heritage and strong attraction from other areas – we need to preserve this and protect it.
We have to put ourselves on an equal level when it comes to preventing crime.
Criminals fear apprehension and without having ample escape routes we aim to deter them from targeting our community.
Does booming help reduce crime?
Yes, generally a 95% reduction in crime has been noted in other suburbs where this has been effectively managed. we suspect Melville will not get that reduction, we are a thoroughfare and we have 7th Street and 4th Ave. Our estimation as MSI is around 80% reduction.
Will a guard now ask me to sign I every time I come into Melville?
No, the booms give guaranteed access to Melville without any human interaction. In other words, no guard will ask what you are doing here. The guard is there to ensure that traffic flows if something goes wrong with the boom, alert the armed response if a suspect vehicle is entering, and help stop criminals from exiting if they have committed a crime inside Melville.
Access will be granted to anyone who wishes to enter or pass through the area, much like entering your preferred mall.
Melville is a thoroughfare, how can this work?
This is why a traffic study was done. 80% of all traffic already travels through the streets that will be kept open. Booms can/will be kept open during peak traffic to allow easy flow.
Are street closures not elitist/discriminatory and send the message that we only want to keep out undesirables?
It will make the people that live/work/travel through and our patrons safer. It is a guaranteed non-intrusive access solution for vehicles and pedestrians. Access to all, but making it difficult for criminals to make a quick escape.
Does the proposal include speed bumps?
Yes, as per the security and consultant and traffic engineer it will form part of the initial application however we can decide if necessary as the booms already make people drive slower by nature
Can we afford it?
Melville spends about R1m a month on security as we stand today. We have done provisional financial modelling in collaboration with a Security Consultant & Security Company, all indications are that it will be affordable should there be enough members.
The MSI is looking at a security provider who may assist with the capital costs on grounds that they will be paid back. The running costs will be covered by MSI clients monthly

The financial portion of this initiative will follow once we have received approval from the city. It is still being worked on and at this stage it is important to get the approval over the line.
Who is the security provider?
A request for proposal was sent out by the MSI to only Private Security Industry Regulatory Authority (PSiRA) compliant and registered companies. Their proposals will be reviewed and selected according to Melville and this project’s need only after the City has approved the Street Safe Application.
